
Chief Minister Bhupendra Patel Launches Policy at Mahatma Mandir, Setting Out Roadmap for Next Phase of Growth
The Gujarat government unveiled its much-anticipated Industrial Policy 2026 on Monday, June 15, at a ceremony at Mahatma Mandir in Gandhinagar. Chief Minister Bhupendra Patel, joined by Deputy Chief Minister Harsh Sanghavi, launched the policy which sets out a comprehensive roadmap aimed at accelerating industrial growth, attracting domestic and foreign investment, fostering innovation, creating employment opportunities, and strengthening Gujarat's position as India's leading industrial and investment destination.
The new policy replaces the previous Industrial Policy 2015-2020 (which was extended through the COVID period) and comes at a time when Gujarat accounts for approximately 18% of India's industrial output and over 30% of the country's merchandise exports, despite housing only about 5% of the national population. The state has consistently ranked first in the Department for Promotion of Industry and Internal Trade (DPIIT) ease of doing business rankings.
What the Policy Promises: Key Focus Areas
While the full policy document is being released through the day, the government has indicated several priority areas:
Advanced Manufacturing: The policy is expected to offer enhanced incentives for semiconductors, electronics, electric vehicles and battery manufacturing, aerospace and defence, and green hydrogen ' sectors identified under the central government's Production-Linked Incentive (PLI) schemes where Gujarat has already attracted significant investment.
Ease of Doing Business: Further simplification of regulatory processes, single-window clearance expansion, and digitisation of land allocation and environmental approvals. Gujarat was the first Indian state to implement a single-window clearance system in 2003, and the 2026 policy aims to reduce approval timelines to under 30 days for most categories.
GIFT City Integration: Leveraging Gujarat International Finance Tec-City (GIFT City) ' India's first operational smart city and International Financial Services Centre (IFSC) ' as a catalyst for attracting global financial services firms, fintech companies, and international banking operations. GIFT City has already attracted over 500 entities including global banks, insurance firms, and capital market intermediaries.
Employment Generation: The policy includes provisions for employment-linked incentives, with higher benefits for units employing women, persons with disabilities, and workers from economically weaker sections. Skill development partnerships with industrial training institutes (ITIs) and private sector training providers are also expected.
MSME and Startup Support: Enhanced credit guarantees, interest subsidies, and technology adoption support for micro, small, and medium enterprises. A dedicated startup fund targeting deep-tech and manufacturing startups is anticipated.
India Angle: Why Gujarat's Industrial Policy Matters Nationally
Gujarat's industrial policy historically sets a template that other Indian states follow. The state pioneered the concept of 'Vibrant Gujarat' investment summits (starting in 2003 under then-Chief Minister Narendra Modi), which were later replicated by states such as Madhya Pradesh, Uttar Pradesh, Tamil Nadu, and Karnataka as 'Global Investor Summits.'
The policy launch comes at a significant moment for Indian manufacturing. The country is positioning itself as a credible alternative in global supply chains under the 'China Plus One' strategy adopted by multinational corporations seeking to diversify manufacturing bases. India's recent trade deal with the United States and the government's FEMA rule changes to ease foreign portfolio investment ' both announced this week ' create a favourable environment for Gujarat's investment push.
Gujarat's existing industrial infrastructure ' including the Delhi-Mumbai Industrial Corridor (DMIC), the Dedicated Freight Corridor, multiple deep-water ports (Mundra, Kandla, Pipavav), and the largest installed renewable energy capacity of any Indian state (over 25 GW) ' provides a strong foundation for the new policy's ambitions. The state has already secured commitments for major semiconductor fabrication plants and data centre investments, including the Meta-Reliance 168MW Jamnagar data centre and the AirTrunk 0 billion India data centre commitment.
